Various stakeholders have things to say on education. Some of these stakeholders are effective by international means especially on creating future vision and identifying educational policies. The PISA evaluation, ran by OECD, in which also those countries who are not official members, is a type multinational programme and also offers these countries a chance for fulfilling data-based reforms. The aim of this study is to reveal the selection, recruitment and delegating process of headteachers in so-called successful countries due to PISA evaluation. So this study is restricted with South Korea, Hong-Kong, Canada, Poland and Finland cases. The study is designed in qualitative research methodology by means of case study; whereas the data is derived from various articles, dissertations, reports etc. The findings reveals that among many different methods in selecting, recruiting and delegating headteachers; especially pre-service training and localization are distinguished in those countries.
