                                                                    Abstact
                One of the duties of school administrators are to ensure that teachers and employees, who are the most important elements of human resources, work efficiently, effectively and successfully in the direction of school goals and community expectations. This research in the educational institutions of policies related to human resources to provide the best education services are intended to reveal what it is. For this purpose, secondary (high school) principals have been consulted to determine their understanding of  human resources management   policy for school principals. Qualitative research method was used in this study. Semi-structured interview form was created to obtain data necessary. The study group was composed of 10 states (4 M. and 8 MY) and 10 private high school students (6 M. and 6 MY) determined by simple random sampling method from 112 state and 109 private secondary schools in Çankaya district of Ankara province in 2015-2016 academic year.
